Corral User Agreement

Welcome to Corral. Corral is a platform designed to increase transparency and accessibility of federal consultation opportunities for Tribal Nations and their citizens. We recognize and affirm the inherent sovereignty of Tribal governments, and this agreement is written with that in mind.
Key Commitments in Plain Language
- Users own their data.
- Corral respects and upholds Tribal sovereignty.
- No identifiable data will be used or shared without consent.
- The platform is here to support Tribal Nations in government-to-government consultation with the U.S. government.
By accessing or using Corral, you agree to the following terms:
1. Recognition of Tribal Sovereignty
- Corral acknowledges the inherent sovereignty of Tribal Nations as distinct governments with the right to self-determination.
- Nothing in this agreement diminishes, alters, or supersedes Tribal sovereignty, treaty rights, or government-to-government relationships.
- Tribal governments retain ownership over their own data, stories, and records provided through the platform.
2. Purpose of the Platform
- Corral exists to provide centralized access to public information about federal consultation opportunities, and to support Tribal governments, leaders, and advocates in exercising their rights of participation.
- The platform may also serve as a space for Tribal governments to share consultation outcomes, policy positions, or other materials if they so choose.
- Federal agencies may also use the platform to proactively share consultation opportunities, reports and related materials more expeditiously with Tribal Nations.
3. User Responsibilities
- Users agree to use Corral respectfully and for the purposes of advancing informed participation in Tribal Consultation.
- Misuse of the platform (including scraping, harassment, unauthorized data resale, or interference with Tribal communications) is prohibited.
4. Data Rights and Governance
- Users may request modification, removal, or restriction of their data at any time. Corral will comply promptly.
- Data collected on the platform may be used for improving the experience of Corral users or used in academic research. However, no identifiable data from any user will ever be shared without user consent.
5. Privacy and Security
- Corral will not sell or disclose user data to third parties.
- Personal information is collected only as necessary to provide access and functionality.
- Users may request deletion of their personal information in line with Corral's Privacy Policy.
- Security measures include encryption, limited access controls, and routine auditing.
6. Accessibility and Inclusion
- Corral is committed to accessibility for all users, including leaders, elders, and advocates who may face digital barriers.
- The platform will support multiple modes of participation (online and in-person consultation information, plain-language summaries, and accessible design).
7. Dispute Resolution
- In the event of disputes involving Tribal governments, Corral will first seek to resolve issues through direct dialogue with the affected Tribal Nation, respecting their jurisdiction and governance processes.
- Nothing in this agreement requires Tribal governments to submit to non-Tribal jurisdiction for disputes related to their sovereign rights.
8. Changes to this Agreement
- Corral may update these terms periodically.
- Users will be notified of significant changes, and continued use of the platform will constitute agreement to updated terms.
